Treatment, coverage & costs
Doctors
- You can see a general practitioner free of charge.
- You must pay a self-liability fee to see a specialist (such as a cardiologist, psychiatrist or gynaecologist).
- You can also see a private doctor or attend a medical clinic. In such cases you must pay the full fee.
Dentists
- The Health Insurance Fund will reimburse dental care to insured adults up to 60 euros per year. The benefit applies to essential dental care services. Are you under 19? Then you can get free dental treatment.
- Those benefits can be used only at the dentists who have concluded a contract with the Estonian Health Insurance Fund.

Hospital treatment
Hospital in-patient fees (including in-patient nursing care) are up to 5 euros per day.
For up to 10 days, i.e. a maximum of 50 euros per medical case, for the time spent in hospital.
Please note! No in-patient fee may be charged:
- for time spent in the intensive care unit;
- for the provision of specialised in-patient care in connection with pregnancy or childbirth;
- the provision of in-patient specialised medical care to a minor.
Prescriptions
- Different discount rates are applied, depending on the diagnosis, the medication, the patient's age, etc.

Ambulance
- Ambulance transport is free in an emergency.
Air ambulance
- Only air ambulance transport covering emergencies occurring within Estonia is free of charge.
Reimbursement
- Fees are not reimbursed in Estonia. You will be charged your share of the costs only.
- If you have to pay for care, contact your national health insurance provider when you get home to claim reimbursement.
Patient contribution
Self-liability fee to a medical specialist (including a dentist), physiotherapist, clinical psychologist, or speech therapist is up to 20 euros.
The maximum self-liability fee for a visit to a medical specialist (including a dentist), physiotherapist, clinical psychologist, or speech therapist is 5 euros if the service is provided to an insured person who is:
- under the age of 19;
- pregnant (except for when out-patient treatment is provided in connection with the pregnancy or childbirth);
- the mother of a child under one year old;
- over the age of 63;
- a recipient of the pension for incapacity for work or old-age pensioner
- person to who has partial or no work ability
- unemployed
- a recipient of the subsistence benefit or a member of their family, if the person or their family has received the subsistence benefit in the month of receiving specialised out-patient medical care or in the preceding two months.
Patients who do not have documents proving they belong to a beneficiary group must pay a 20-euro self-liability fee for their appointment.
Please note! Self-liability fee may not be charged:
- for emergency medical care (urgent emergency medical care) if it is immediately followed by hospital treatment.
- if out-patient treatment is provided in connection with pregnancy or childbirth.
- if the patient is referred to another doctor or to a specialist equivalent to a health care professional within the institution.
- if the patient is referred to another doctor specialising in the same field (incl. to another institution).
- again within 365 days if the doctor or specialist equivalent to a health care professional leaves the patient under their monitoring or treatment.
